Bell was born in Melbourne in 1878 had an impact on on modern art in Australia. He was at different times a painter, teacher and critic from the 1920s to 1950s. Bell studied in London and Paris, exhibiting at the Royal Academy, London, as well as Europe and America. In 1932 he co-established the Bell-Shore School in Melbourne. Russell Drysdale, Fred Williams and Constance Stokes studied at the school.

Another of Bells contributins to art in Australia was as an official war artist. His commission lasted from October 1918 until February 1919.
